About the 'Harry Fox Agency': A Key Player in Music Rights Management

The Harry Fox Agency (HFA) is one of the most influential organization in the U.S. music industry, specializing in music rights management with a strong focus on mechanical licensing and royalty administration. Established in 1927 by the National Music Publishers' Association (NMPA), HFA has long served as a bridge between music publishers, songwriters, and those who use their music, helping to simplify and streamline complex licensing processes.

HFA's core mission is to facilatate the legal reproduction and distribution of copyrighted music. It provides a range of services designed to support both rights holders and music users:

1. Mechanical Licensing

HFA is best known for issuing mechanical licenses, which grant the legal right to reproduce and distribute copyrighted musical compositions. This includes formats such as,

  • CDs and vinyl records
  • Digital downloads (e.g., iTunes)
  • Ringtones
  • Interactive streaming (e.g., spotify)

2. Royalty Collection and Distribution

On behalf of affiliated music publishers and songwriters, HFA collects mechanical royalties from licensees and ensures these royalties are properly and efficiently distributed to the rights holders.

3. Songfile — DIY Licensing

For independent musicians, small labels, and others needing to license music in smaller quantities, HFA offers 'Songfile', an online tool that makes it easy to obtain mechanical licenses for a limited number of copies. This user-friendly platform is ideal for DIY (Do It Yourself) creators, educators, and indie producers.

4. Slingshot — Enterprise Licensing

HFA's 'Slingshot' service provides comprehensive rights management solutions for larger enterprises and digital platforms, offering scalable tools for licensing, reporting, and royalty distribution.

5. Rumblefish — Digital Media Licensing

Through its subsidiary 'Rumblefish', HFA also offers specialized licensing for digital content creators and app developers. Rumblefish helps integrate music into online platforms, games, social media, and more.

It's important to understand how HFA differs from Performing Rights Organizations (PROs), such as ASCAP, BMI, and SESAC. PROs collect performing royalties from public broadcasts or live performances. HFA collects mechanical royalties from the reproduction and distribution of compositions.

Though founded by the NMPA, the Harry Fox Agency underwent major changes in recent years. In 2015, HFA was acquired by SESAC, a U.S. performing rights organization. Then, in 2017, SESAC and its subsidiaries (including HFA) were purchased by the global investment firm 'The Blackstone Group'.

The Harry Fox Agency plays a crucial role in today's music economy, providing artists, songwriters, and publishers with essential tools to manage and monetize their works. Whether you're a major publisher, an indie artist, or a digital platform, HFA offers scalable services to meet the evolving demands of music licensing in the digital age.
